W Cape's 'delivery' cabinet

The Western Cape's new premier, Ebrahim Rasool, says his provincial cabinet for the next five years presents "the best team for delivery to the people".
Rasool and his cabinet were sworn in at the provincial legislature in Cape Town last week.
The new Members of the Executive Council (MECs) include Mcebisi Skwatsha (public works and transport), Tasneem Essop (environmental affairs and development planning), and Leonard Ramatlakane (community safety)
The new health MEC is Pierre Uys, who served previously as deputy mayor of the City of Cape Town. "He is one person who has the ability to understand and move budgets", Rasool said.
The former Speaker of the provincial legislature, Lynne Brown, was appointed MEC for finance, economic development and tourism.
Marius Fransman is now the MEC for local government and housing, his former job at social services and poverty alleviation having been taken over by Kholeka Mqulwana.
The
new MEC for education is Cameron Dugmore, the new agriculture MEC is Cobus Dowry, and Chris Stali is the province's new MEC for sport and culture.
Speaking after his election as premier earlier last week, Rasool said that unity, co-operation and non-racialism among the people of the Western Cape were key to the province's success.
He said that in the next five years, there would be a partnership between government, business, labour and communities to ensure an economy capable of caring for the people of the Western Cape.
"We must lessen the uncertainty of clothing workers, overcome the despair of the youth, stop the violence against our women, protect our children against abuse, and bring to the mainstream of society those who live with disability.
"We must roll out treatment to those with HIV, and grants to those with Aids, but we must also prevent our youth from contracting HIV", Rasool said.
He emphasised that the Western Cape was home for all, and
that its people should live safely.
Rasool said the Western Cape was a beautiful province with great potential, and that it was time to realise that potential to the benefit of all people in the province.
"For this to happen we require synergy, good old-fashioned unity among our people", he said.
