The agreement was signed at the conclusion of a two-day Joint Bilateral Commission on Economic, Scientific, Technical and Business cooperation in Pretoria.

The agreement covers the areas of:

  • Exchange of technical skills and human resources development in the fields of ICT, including:
    • capacity building for small, micro and medium enterprises
    • sharing of experience in satellite and other communication networks
    • management of limited resources such as radio frequency spectrum
  • Cooperation in postal services and technologies, including production and marketing of postal stamps.

  • Promoting cooperation between South African and Cuban enterprises in the field of ICT including:
    • roaming agreements
    • software development and commercialisation
    • designing, manufacturing, installing and maintaining ICT systems
  • The promotion and coordination of the use of ICT as an enabler in other sectors such as tele-education, tele-health and e-commerce.

The agreement further stipulates that in order to enhance the efficiency of cooperation, the parties may agree to establish a joint committee to which operators, manufacturers, service providers and other stakeholders may be invited to participate.
