SA, Cuba sign ICT deal

The South African Communications Minister Ivy Matsepe-Casaburri and the Cuban Minister of Foreign Investment and Cooperation, Martha Lomas Morales, on Wednesday signed an agreement on cooperation in information and communications technology.
The agreement was signed at the conclusion of a two-day Joint Bilateral Commission on Economic, Scientific, Technical and Business cooperation in Pretoria.
The agreement covers the areas of:
Exchange of technical skills and human resources development in the fields of ICT, including:
- capacity building for small, micro and medium enterprises
- sharing of experience in satellite and other communication networks
- management of limited resources such as radio frequency spectrum
Cooperation in postal services and technologies, including production and marketing of postal stamps.
Promoting cooperation between South African and Cuban enterprises in the field of ICT
including:
- roaming agreements
- software development and commercialisation
- designing, manufacturing, installing and maintaining ICT systems
The promotion and coordination of the use of ICT as an enabler in other sectors such as tele-education, tele-health and e-commerce.
The agreement further stipulates that in order to enhance the efficiency of cooperation, the parties may agree to establish a joint committee to which operators, manufacturers, service providers and other stakeholders may be invited to participate.
